How this card works

Ruthless Lowlife gives you 4 power for 2 Eddies, one of the best rates in the game, with a muzzle: it can only attack rival Units and never a Gig area. So it does not steal; it clears the board, and 4 power defeats anything with 3 or less.

Yorinobu Arasaka: Steel Dragon can play it for free from hand or trash and lets it attack rival Units that same turn, which is exactly its job. To give it targets, Corporate Surveillance spends a rival Unit with cost 4 or less for 2 Eddies, since only spent Units can be attacked.

The FAQ settles a forced-attack case: if Mox Inciters make this Unit attack but there is no spent rival Unit, no attack happens. The Gig area restriction stays in place.
