Pepe Najarro: Working Doubles brings 6 power for 4 Eddies, an efficient rate that wins many fights. When it attacks, if you control a value-pair of Gigs, ready up to 2 MERC Legends in your Legends area.

A readied Legend can pay 1 more Eddie or use its Spend ability a second time that turn. Panam Palmer: Nomad Cavalry is a MERC Legend whose Spend is worth repeating. Peace Offering builds a pair for 1 Eddie by setting one Gig to another's value, and draws a card when it does.

The FAQ defines a value-pair as two Gigs with the same value in the same Gig area, so your Rival's dice do not help. "Up to 2" means you can ready one or none, and the effect only touches Legends already in your Legends area.
