How this card works
Eight power for 5 Eddies is one of the better rates in Green: MaxTac AV wins most fights and steals one Gig, two points short of a second. Its Play effect adds a swap: you may trade one of your Gigs for one of a Rival's.
The number of Gigs on each side doesn't change, so the swap is about values and Street Cred, not about racing to 7 Gigs. Hanako Arasaka: Daughter of the Emperor can make the same swap every turn and draws for value-pairs, and Pepe Najarro: Working Doubles turns a value-pair into readying up to 2 MERC Legends.
The ruling reminds you the swap is optional, so skip it when your dice are already better. Watch for a Rival with Meredith Stout: Stone Cold Corpo: swapping their Gigs lets them add a card from their trash to their hand.
