How this card works
MaxTac Heavy lists 7 Eddies, but you rarely pay that. It costs 1 Eddie less for each Unit your Rival has, down to a minimum of 1: against four Units you pay 3. For that you get 8 power - one Gig per attack and a win in most fights.
The count is checked when you pay, so order matters. If you clear your Rival's field first, you raise your own price. The card is cheapest when you're behind on board.
The discount only changes what you pay, not the card's cost. For Hanako Arasaka: In a Gilded Cage it is still a 7-cost card and is only picked up with a Gig showing 7. Octant uses the same design in Red, counting your 8+ Gigs instead; with 3 Green and 4 Red RAM needed, three Legends can't cover both in one deck.
