How this card works
Dexter has no cost or power, so he stays in the Legends area. His Spend increases a Gig by up to 2, and the FAQ confirms that can be a friendly or a rival Gig. Since a Legend's Spend works the turn you Call it, flip him early and use it every turn.
His Call is a one-time choice: give a friendly Unit +2 power this turn, or draw 1. The FAQ says you may pick the power option with no Unit on the field; it simply does nothing. If you Call him as a reaction to an attack, you can play a Quick card you drew right away.
Pushing dice to 8 powers several cards. Kerry Eurodyne: The Last Rockerboy draws 2 on Spend if you control an 8+ Gig, and Industrial Assembly adds up to 4 and draws at 8+. Dexter adds 2 Red RAM.
