If a Rival controls more Gigs than you, this Unit can attack their Gig area the turn it's played.
How this card works
Nadia is a catch-up card. If a Rival controls more Gigs than you, she may attack their Gig area on the turn she is played, so the 6 Eddies turn into an immediate steal with 8 power. That permission covers only the Gig area; she cannot attack rival Units that turn.
Adrenaline Converter removes the limit when a Rival has at least 2 more Gigs than you, because it gives the Unit full Adrenaline. Saul Bright: Stormrider adds +2 power while attacking, which takes Nadia to 10 and a second stolen Gig.
The condition compares the number of Gigs, not their values. The FAQ adds that once Nadia has declared a legal attack, it goes ahead even if the Gig counts change afterwards.
